HONG KONG, June 20, 2025 /PRNewswire/ — On 18 June 2025, the launch conference of the “Shengqing Healthcare” Shenyang basic eldercare service platform (hereinafter referred to as the “Shengqing Healthcare” platform) was held at the Neusoft Software Park in Shenyang. Jointly developed by Shenyang Civil Affairs Bureau, Neusoft Corporation, Neutech Group and Shenyang Shengjing Finance Investment Group, this platform marks another milestone in government and enterprise cooperation in the eldercare sector, and exemplifies the innovative use of information technology to advance eldercare services, following Shenyang’s designation as a national pilot area for integrated basic eldercare service platforms.
As China’s population aging process accelerates, the Central Committee of the Communist Party of China and the State Council have been actively addressing the health and care needs of the elderly, introducing a series of policies and measures to promote the development of the elderly care industry. In June 2024, Shenyang was approved as a national pilot area for integrated basic eldercare service platforms. In February 2025, Shenyang Civil Affairs Bureau took the lead in implementing four key tasks of establishing a unified information platform, aggregating big data, improving service efficiency, and promoting “Internet + supervision”, and developed the “Shengqing Healthcare” platform in collaboration with Neusoft Corporation, Neutech Group, and Shengjing Finance Group. The “Shengqing Healthcare” platform establishes a comprehensive smart eldercare service system that integrates government guidance, platform support, and industrial drive, covering all scenarios and the entire care cycle. By fully leveraging technologies such as artificial intelligence and big data, it unlocks the value of urban elderly care, healthcare and other public data, breaks down the spatial and temporal barriers of traditional care services, enables precise allocation of elderly care resources, and builds new urban smart eldercare service infrastructure. The “Shengqing Healthcare” platform innovatively establishes five core functional systems: smart service terminals enabling closed-loop services including one-click appointments for seniors and real-time family monitoring, industrial collaboration hub connecting enterprises, institutions and communities in a multi-party ecosystem, institutional management cloud platform providing end-to-end services from record establishment to medical insurance settlement, government data platform integrating civil affairs, medical insurance and other resources, and intelligent supervision system supporting precise government decision-making. At this launch conference, Shenyang Civil Affairs Bureau and Shenyang Shengqing Healthcare Industry Co., Ltd. entered into the Strategic Cooperation Agreement for the “Shengqing Healthcare” Shenyang Smart Eldercare Service Integrated Platform. Meanwhile, Shenyang Shengqing Healthcare Industry Co., Ltd. signed agreements with ecosystem partners spanning elderly care services, senior products, elder education, talent services and other silver economy sectors.
