In a paper submitted to the Legislative Council on Monday, the Home and Youth Affairs Bureau proposed amendments to the Gambling Ordinance and Gambling Regulations to require individual licences for any gaming device involving prizes, odds and potential addiction risks.
“We will also review the relevant laws to ensure that the relevant premises are properly regulated, so that the public can safely participate in these activities,” the paper stated.
Operators would be required to display clear licensing notices at the entrances.
The bureau is considering adding more clauses, such as including addiction warnings on the notices.
Authorities are also considering a number of ideas when it comes to regulating internet cafes.
One option would see them being categorised as amusement game centres, which would effectively prohibit entry to students in school uniforms.
An alternative proposal is to set up a system similar to that of e-sports venues. This would allow internet cafes to apply for licence exemptions on a case-by-case basis, provided they meet strict conditions.
These would include fire safety and ventilation standards, as well as a total ban on accommodation.
Lawmakers are set to discuss the proposals at the panel on home affairs, culture and sports next Monday.
