Tse joined the force in 1999 and then the Chief Executive’s Office as its communications secretary nearly four years ago.
He had been serving as the government’s information co-ordinator since the middle of 2024.
Secretary for the Civil Service Ingrid Yeung said Tse has extensive experience in public administration and is an outstanding leader and manager who is highly skilled in handling media and public relations.
“I am confident that under his leadership, the Information Services Department will strive to promote public understanding of government policies and positions, and tell the world about the good stories of Hong Kong,” she said in a statement.
The administration said Tse was identified as the most suitable candidate following an open and internal recruitment exercise this year.
