The SAR men fought hard to secure a 26-19 victory over defending champions Shandong at a rowdy Kai Tak Stadium.
The final was a nail-biting rematch of the 2013 title decider, in which Shandong emerged victorious.
This time, Hong Kong was determined to win it all.
They started strong, building a 12-7 lead by halftime with two tries and a conversion.
However, Shandong fought back after the break, briefly seizing the lead.
Undeterred, the Hong Kong squad mounted a fierce comeback, scoring unanswered points to ultimately claim a decisive 26-19 victory and the coveted gold medal.
This triumph marks Hong Kong’s fourth gold at the National Games, following earlier wins in sailing, road cycling and swimming.
On the women’s side, the Hong Kong team also celebrated a decisive victory, overpowering Shanghai 24-7 to secure fifth place.
They dominated from the outset, racing to a 17-0 halftime lead with three first-half tries.
Jessica Ho extended the advantage in the second half with another try and a conversion.
Although Shanghai managed to get on the scoreboard, they were unable to close the gap, with Hong Kong maintaining a commanding 17-point lead until the final whistle.
