The suspects — a 42-year-old man who was the company’s financial manager, and a 25-year-old female administrative manager — were taken into custody on suspicion of violating the Trade Descriptions Ordinance.
Officers did not rule out making further arrests.
The enforcement operation followed six complaints lodged with the department.
The alleged victims accused the retailer of using undue influence and high-pressure tactics to coerce them into purchasing skincare products and beauty devices.
Their financial losses ranged from HK$1,800 to HK$100,000.
Officers raided the company’s registered address on Tuesday to conduct a search and gather evidence related to the allegations.
Authorities declined to name the company as the case remained under active investigation, but confirmed that it had multiple retail outlets across the territory, including in Sha Tin, Yuen Long and Causeway Bay.
The retailer’s product line-up includes hand and face creams, as well as electronic beauty devices.
Customs urged consumers to only patronise reputable merchants, and remain calm before purchasing services or products.
Consumers, it added, should refuse to sign any sales documents or make any payments if they do not fully understand the product details and prices, or simply do not wish to make a purchase.
