The amendments, which were gazetted on Friday, cover two major regulations: the Small Unmanned Aircraft Order and the Air Navigation (Hong Kong) Order 1995.
Writing on her blog on Saturday, Chan said these changes aim to establish a comprehensive legal framework for the emerging low-altitude economy sector.
There will be a new Category C classification for unmanned aircraft weighing between 25kg and 150kg.
Operators of these larger drones will need to obtain permission from the Civil Aviation Department and secure insurance coverage.
The amendments will also regulate cross-border drone operations, requiring the department’s approval regardless of the aircraft’s weight.
This move is part of broader efforts to develop cross-border low-altitude corridors within the Greater Bay Area, Chan said.
Officials are also working on new legislation to regulate various types of unconventional aircraft.
“Our ultimate goal is very clear — we hope that Hong Kong’s legal framework can become a reference for other jurisdictions developing their low-altitude economy,” she wrote.
“We also aim to leverage Hong Kong’s influence in international aviation to establish world-class standards for low-altitude airspace management.”
Chan said the standards will address the city’s unique challenges such as its dense urban environment and complex airspace.
The amendments are expected to take effect from July 18, subject to Legco approval.
