The free ferry trips will apply to services between Tsim Sha Tsui and Central, North Point and Hung Hom, as well as North Point and Kowloon City.
Additionally, passengers with birthdays on October 1 can enjoy free rides on three other ferry routes.
In announcing the celebration plans, Lee said more than 1,000 restaurants and shops will be offering special promotions to enhance the festive atmosphere.
“I thank the community for the enthusiastic response and hope that more businesses and organisations will participate, offering rich and diverse activities and offers to celebrate National Day,” he said.
More than 100 malls will provide various shopping and parking discounts, the CE added.
The MTR will distribute 76,000 e-tickets via a lucky draw on October 1, allowing winners to take a single trip at no cost.
Children can have free journeys on most buses operated by KMB, Long Win Bus, Citybus and New Lantao Bus on the day.
There will be free admission to museums managed by the Leisure and Cultural Services Department.
Use of various indoor and outdoor facilities run by the department will also be free, with places determined by ballot.
Meanwhile, there will be no charge to enter Hong Kong Wetland Park and Sha Tin Racecourse, while discounted tickets will be on offer for attractions including the Ngong Ping 360 cable car and Ocean Park.
