The French had knocked out two-time defending champions New Zealand in the quarterfinals the day before.
Similar to that game, France fell behind against Fiji, but they quickly bounced back to take a 10-7 halftime lead.
The two sides then went back-and-forth before the final play that went in favour of France.
The referee called for video review over Matteo Garcia’s try, eventually ruling it was successful.
France won 24-17.
Argentina booked the other berth in the final by defeating Australia 31-7, thanks in part to a hat-trick of tries from German Schulz.
Neither France nor Argentina have won the title before.
In the women’s draw, New Zealand’s quest for a third consecutive title is very much alive as they crushed Canada 41-0 in the semi-final.
They’ll meet rivals Australia in the title showdown.
Jazmin Felix-Hotham scored two tries as New Zealand put the game out of reach in the first half, leading 26-0 at intermission.
In the other semis, Maddison Levi’s hat-trick helped Australia to a 28-5 victory over France.
