Speaking on an RTHK radio programme, AFCD principal veterinary officer Michelle Yeung said there has been an uptick in public reports regarding suspected fighting dogs, noting that her colleagues have been deployed more frequently for on-site checks.
She said that the current identification process relies on visual assessments by veterinarians. Under the internationally accepted method, officials evaluate a dog’s physical traits such as the shape of its head, stature, and overall body structure to determine its breed category.
When classification disputes arise, the department will strive to determine the dog’s status accurately, Yeung said.
She also stressed that the aim of fighting dog regulations is to protect public and animal safety.
“Dog owners are required to renew their dog licence every three years, as a rabies booster vaccination is needed,” she said.
“At that time – whether they visit an external clinic where they will be seen by a veterinarian, or come to our animal management centre for the vaccination – our staff will also observe the dog. I believe that if any incorrect classification is observed, it can still be revised.”
Yeung also urged owners not to abandon their pets out of fear. Those who suspect their dog may fall under the fighting breed category are encouraged to bring the animal to the AFCD’s animal management centre for a comprehensive assessment.
She reiterated that owners of confirmed fighting breeds can keep their dogs – provided they comply with all requirements.
These include neutering, microchipping, wearing a designated yellow collar with red stripes, muzzling in public, and using a leash no longer than 1.5 metres.
Looking ahead, Yeung said the department is exploring genetic testing as a potential supplementary identification tool. However, she cautioned that accuracy varies among testing providers, and the presence of fighting-breed genes does not always manifest in physical characteristics.
For owners who disagree with the department’s classification, an appeal can be made to a review committee, she added.
