In a paper submitted to the Legislative Council, the government said it would implement the plan “with a view to ensuring road safety, effective diversion, well-equipped supporting facilities and streamlined application.”
It said it would start with a daily booking quota of 100 for a stay of up to three days per Guangdong vehicle, and that it would consider increasing the quota in an orderly matter.
Such vehicles would be required to enter the SAR through the Hong Kong-Zhuhai-Macau Bridge.
For the convenience of applicants, the government said it is engaging Hong Kong organisations to carry out vehicle inspections in major Guangdong cities.
These vehicles would be inspected according to Hong Kong regulations and standards, such as the installation of Hong Kong licence plates and HKeToll vehicle tags.
The government also said to streamline application procedures, the Transport Department would issue electronic entry licences to Guangdong drivers upon receiving applications vetted and forwarded by mainland authorities.
These drivers would be required to bring along their valid Hong Kong driving licence when they drive south into the SAR.
In terms of insurance arrangements, authorities said several Hong Kong insurance companies are ready to provide necessary short-term insurance products once the scheme is implemented.
For drivers of vehicles that have not obtained approval to enter the city’s urban areas, they can park at the automated car park on the artificial island close to the airport,
which supplies around 1,800 parking spaces on a first-come, first-served basis.
