WUZHONG, China, June 30, 2025 /PRNewswire/ — On the morning of June 16th, sunlight illuminated the “Pomegranate Seed” square in Jinhuayuan Community in Litong District of Wuzhong City, Ningxia,where residents were engaging in morning exercises. Adjacent to the square, at the power service station located on the first floor of the community office building, power supply personnel were stationed to assist residents with electricity-related registrations and inquiries. 

Ms. Yang Xiuhua, an elderly resident of Jinhuayuan Community, visited the community office building and used the “State Grid Online” cloud terminal next to the power service station to pay her May electricity bill and check her household’s June electricity consumption. There is no longer a need for her to travel one or two hours to reach the power supply business hall—electricity services are now conveniently accessible within the community. This improved experience results from the collaboration between the Party Committee of State Grid Wuzhong Power Supply Company and the Party Committee of Jinhuayuan Community through a Party building alliance, which has jointly promoted grassroots governance in the community. 

With continuous efforts from the Party and government, as well as persistent endeavors by people of all ethnic groups, life in the future will undoubtedly become better and more fulfilling. 

Established in 2003, Jinhuayuan Community has recently been actively implementing initiatives related to large-scale Party building, extensive alliances, comprehensive services, and integrated governance. These efforts have established a model for a well-equipped residential community featuring complete infrastructure, comprehensive supporting facilities, and effective management systems, striving to address residents’ needs promptly and resolve livelihood issues efficiently. 

In 2020, the Party Committee of State Grid Wuzhong Power Supply Company and the Party Committee of Jinhuayuan Community formed a Party building alliance and established a “Brightness Station” within the community. Staff members from State Grid Wuzhong Power Supply Company regularly visit the service station to collect residents’ feedback on electricity services and assist in resolving related issues. Based on the community grid responsibility system, the company has implemented a dual-grid mechanism combining “power supply + community” governance, assigning dedicated power transformer area managers to 12 grids covering 119 buildings. 

In 2021, Wuzhong City initiated a special campaign focused on renovating and upgrading old residential areas. Shortly thereafter, State Grid Wuzhong Power Supply Company and Jinhuayuan Community convened a joint construction meeting regarding power facility upgrades under the framework of the Party building alliance. During this meeting, the location and condition of the community’s power lines and equipment were thoroughly assessed, and renovation plans were discussed. 

At the meeting, key issues affecting the community’s power distribution infrastructure were identified, including severe cable aging, prolonged equipment operation time, and high maintenance difficulty. Ms. Li Mengqi, the Party Secretary of Jinhuayuan Community, recalled that Mr. Zhou Qi, a member of the attending team, documented the problems raised by the community and provided corresponding solutions. Subsequently, field investigations, inspections, and assessments of the power facilities were conducted to understand actual electricity usage patterns and residents’ demands. 

From 2021 to 2022, State Grid Wuzhong Power Supply Company invested RMB 5.221 million in Jinhuayuan Community, laying 4.11 kilometers of high- and low-voltage cables. The project was executed with high quality and standards, completed ahead of schedule, significantly enhancing the reliability of the community’s power supply. 

In 2023, as the number of residents purchasing new energy vehicles increased, the original charging infrastructure became insufficient to meet demand. Some residents expressed their concerns via the community WeChat group. After Ms. Li Mengqi communicated these concerns to the power supply company, State Grid Wuzhong Power Supply Company responded promptly, accelerating the development of new energy vehicle charging facilities within the community and optimizing the layout of public charging stations. Currently, over 20 fast-charging piles have been installed within and around the community, fully satisfying residents’ charging requirements. 

Although the community may be small in scale, it plays a crucial role in connecting every household. For several consecutive years, we have collaborated with State Grid Wuzhong Power Supply Company through the Party building alliance initiative, jointly serving the community’s residents in various scenarios such as infrastructure improvement, effectively achieving the goal of “resolving major issues within the community and minor ones within the grid.” As Ms. Li Mengqi stated.
