The Development Bureau said today that it asked the Architectural Services Department (ASD) and the Electrical & Mechanical Services Department (EMSD) to submit reports on newly installed lifts not functioning effectively at the new Clinical Block of Queen Mary Hospital. It aims to complete its review and put forward follow-up arrangements next month.
The bureau said it is highly concerned about the lifts and is seeking to comprehensively review relevant acceptance and supervision work undertaken by the two departments.
It highlighted that the two departments were responsible for supervising the contractor’s work on the project.
The bureau added that upon learning of unsatisfactory progress being made in certain works, it has accorded top priority over the past few months to urging the two departments to complete rectification and follow-up works expeditiously.
This includes conducting comprehensive examination of various lift components, such as electronic devices, connections and shafts, as well as the workmanship involved in the lifts’ construction and installation, with a view to identifying the root causes of their failure to function effectively.
Rectification works are being carried out at full speed to minimise project delays. Various follow-up works are progressing as planned and are expected to be completed at some point in the fourth quarter of this year.
The bureau said it considers now an appropriate time to launch a comprehensive review of relevant departments’ supervisory work for the project. It will examine whether there are areas for improvement and if there is room to enhance the supervision mechanism for similar projects.
