The departments that took part in the drill on Monday night were the Police, Fire Services Department, Hospital Authority, HKCEC management, and the West Kowloon Cultural District Authority.
The drill took place at the Hong Kong Convention and Exhibition Centre, Victoria Harbour and the West Kowloon area.
Police said the exercise simulated crowd flow management for around 1,000 delegates, sea and land transport coordination, wireless network stress testing, and contingency deployment for unexpected situations.
One scenario involved terrorists ramming a vehicle into the venue and opening fire, causing mass casualties. Another scenario saw an evacuation at a nearby educational institution.
Participating units activated emergency response mechanisms, testing tactical intervention, medical triage, suspicious object handling, and affected person management.
Police said the exercise aimed to refine collaboration and contingency protocols, ensuring Hong Kong is fully prepared to host the major international event.
