The force said they were alerted by a dog owner at about 3pm on Monday that his 17-year-old poodle was attacked by a dog that was about 1m tall and 1.5m long near a car park at Yoho Mall.
The poodle was pronounced dead after the owner rushed it to a nearby veterinarian clinic.
In another incident nearby about 20 minutes later, a four-year-old Bichon Frisé was suspected to be bitten by the same dog weighing about 60kg.
The Bichon Frisé was certified dead at the scene.
Police said the large dog wore a collar at the time, but it was not leashed or masked.
Officers from the Agriculture, Fisheries and Conservation Department controlled the dog at the scene, but they were unable to scan its microchip.
