Hong Kong, 30 July 2026 — Deloitte has released a set of strategic recommendations aimed at aligning Hong Kong’s first Five-Year Plan and the upcoming 2026 Policy Address with China’s 15th Five-Year Plan. The proposals focus on the Northern Metropolis, innovation and technology, strengthening the city’s international financial centre role, and regional cooperation to advance economic diversification and integration with the Greater Bay Area.
The firm highlighted measures to accelerate Northern Metropolis development, including shifting from construction to industrial momentum, enhancing public-private partnerships, and enabling cross-border flows of people, capital and data. Deloitte also recommended policies to build an innovation-driven economy by fostering AI applications, supporting enterprise-led research and development, and leveraging Greater Bay Area supply chain strengths to commercialise emerging technologies.
Additional suggestions include deepening capital market connectivity, strengthening family office ecosystems, and promoting regulatory and standards alignment to facilitate the Belt and Road Initiative and high-level national opening-up. Deloitte emphasised that these steps would consolidate Hong Kong’s role as an international financial hub and a critical bridge between mainland China and global markets.
