Lee also said he’s always guided by a sense of impending crisis even in what he described as times of stability, as new governance challenges may arise at any time.
Another mega project with far-reaching impact is Hong Kong’s coming to grips with the ascendancy of artificial intelligence, with Lee saying that while the government is promoting the use of the technology across departments and industries, it also raises ethical and privacy concerns, alongside economy-wide impact.
This, he said, indicates that officials have to plan ahead to avoid being caught off guard when the impact turns out to be negative.
