Hong Kong, September 2025 — Chief Executive John Lee delivered his fourth Policy Address, continuing the administration’s spirit of ‘progress and change,’ with a focus on economic transformation and emerging growth drivers. The Address also underlined the importance of aligning Hong Kong with national strategies and global demand to reinforce its position as an international hub.
Edward Au, Deloitte China South Regional Managing Partner, said that despite global macroeconomic challenges, Hong Kong’s economy remains resilient. The Policy Address provides support across multiple fronts, including consolidating its financial centre advantages, driving artificial intelligence and innovation ecosystems, and expediting development of the Northern Metropolis. He stressed that at this critical stage of transformation, Hong Kong’s dual role as a ‘super connector’ and ‘super value-adder’ allows it to serve national needs while unlocking new international opportunities, steadily advancing to the next stage of development.
