The mudslide occurred at around 5am.
Of those missing, 11 were on the Chinese side of the border, while the rest were Chinese construction workers who were on the Nepali side.
Gyirong Port is located in Gyirong Township in the city of Xigaze in the Xizang Autonomous Region.
A wall of water also swept away one of the main bridges linking China and Nepal over the Bhotekoshi river.
