These include mandating that councillors achieve a certain attendance level, cast a certain amount of votes, and file regular work reports.
There would also be a penalty system for inappropriate acts, with the worst case being suspension without pay, which would require changes to existing laws.
Improvements to the system for declaring members’ interests, as well as bids to simplify duty visits and panel leadership election procedures, are also on the cards.
“Whether it’s the nation, Hong Kong and the society at large, they all have higher expectations for the legislature,” Leung told reporters.
“Councillors are also self-conscious that we should be more responsible, and set higher standards for ourselves, and step up self-monitoring.”
Leung said the proposals will be handed to Legco’s Committee on the Rules of Procedures for consideration, with a view to adopt the changes in the new legislative term.
In 2023, the government introduced a performance-monitoring system for district councillors when it revamped the district-level electoral system.
