Hong Kong legislator and provincial secretary general of Hong Kong Sheng Kung Hui Peter Douglas Koon Ho-ming said he does not regret assisting Chan Tong-kai, the murder suspect at the center of the 2018 Taiwan homicide case that triggered the proposed extradition law amendments. Chan has been unable to surrender to Taiwan for nearly seven years and remains secluded in a remote residence.
In an interview with Hong Kong 01, Koon said he was surprised by Taiwan’s repeated refusal to accept Chan’s voluntary surrender, calling it unfair to the family of victim Poon Hiu-wing. Koon added that he believed in giving young offenders a chance to take responsibility, and emphasized that “heaven is watching” in urging Taiwan to allow the suspect to face trial.
Koon noted that his earlier proposal to enable Hong Kong courts to exercise extraterritorial jurisdiction over murder cases has yet to resolve legal issues including territoriality and retroactivity. He said Chan’s current life in isolation, mostly in front of a computer, reflects the psychological strain of prolonged uncertainty.
