Officers said the victim died after she was attacked by the canines as she was heading home by bicycle on Pok Wai South Road.
The dogs have been handed over to the Agriculture, Fisheries and Conservation Department (AFCD) for further examination.
“We will take the three dogs back to our animal management centre for detention and close observation,” said Jackie Yip, an assistant director for the AFCD.
“At the same time, we will investigate whether the dogs have microchips and use the contact information on the chips to trace the owners.”
Yip said the government is deeply concerned about the recent series of dog attacks.
She said members of the public should stay calm if they encounter an unfriendly dog.
They should avoid staring at it, back away slowly and take another route if necessary.
Meanwhile, police investigating the attack said they had gathered evidence at the scene.
They said they would also work with the AFCD to carry out risk-based patrols in areas where stray animals are suspected to be present and to monitor the risk they pose.
