Animal welfare groups on Monday held talks with MTR Corporation officials now that the railway company is looking into allowing pets on trains.

Twenty groups under the Animal Welfare Advocacy Alliance, together with DAB lawmaker Edward Lau, made suggestions, such as a requirement for carrier bags for pets to be used.

Other suggestions include allowing pets on board only during non-peak hours in the initial stage.

“Most of them are concerned about odour issues. We also told the MTR officials to discuss and obtain advice from veterinarians and other professionals because they need to carry out investigations on the suitability of the ventilation system in Hong Kong,” said Animal Rights And Welfare Association founder Susan Lai.

“After all, the MTRC also needs to explore the need for stronger ventilation systems within the platforms,” she said, citing the importance of balancing the rights of pets and their owners on the one hand and other commuters on the other.

District councillor Corey Lau said regulations were also needed for pets and their owners using the trains.

“There are some penalties we have suggested, not just fines but also the possibility of whether pet owners who do not follow regulations may be banned,” he said.

Lau added that allowing pets on trains will be a milestone in turning Hong Kong into a pet-friendly city.

In response, the railway company said it is committed to providing safe, reliable and comfortable railway services, and will consider and balance different factors.

It said it will further communicate with various stakeholders.
