Xia, the director of the Hong Kong and Macau Affairs Office, is starting on a five-day inspection trip of the SAR on Wednesday.
“In the past, there have been some voices in society saying that since the National Security Law and the Safeguarding National Security Ordinance are enacted, Hong Kong doesn’t need to talk so much about national security,” Chan told RTHK’s In the Chamber programme.
“This is a misunderstanding. I believe that everyone has heard director Xia say on different occasions that national security and economic development work in tandem. The two are not mutually exclusive.
“Therefore, while Hong Kong develops its economy, it is also very important to ensure that national security is maintained.
“I believe that in this forum, there should be some important instructions and messages that require special attention and need to be disseminated to Hong Kong society.”
The DAB chairman also said a clearer legal framework and enforcement system have been put in place in terms of national security, but they do not mean that Hong Kong is free from potential dangers.
“Even with the National Security Law and the Safeguarding National Security Ordinance, we cannot completely let our guard down, especially considering some anti-China forces in the United States and the West are targeting the country’s development by imposing various restrictions and so-called sanctions,” he said.
“Hong Kong is in the eye of the storm and a critical location for these forces to cast an influence over our national security situation.”
Chan added there is a need for continuous review of mechanisms as risks may evolve with time and technological advancements.
He also noted a growing awareness of national security among the people but stressed that the government should enhance its public promotional and education efforts, especially in light of current geopolitical tensions.
