Stephen Lee was speaking on a radio programme on Saturday, three days after the ICAC arrested 10 people on suspicion of graft related to inspection work at an Anderson Road construction site in Kwun Tong.
“We’ve considered using technology, such as electronic signatures followed by blockchain, where no one can alter them and where there is a stamped signing time,” he said.
“You can’t sign something dated for two days later — this can help prevent and deter people from engaging in such practices through better oversight.”
Lawrence Ng, who heads the Hong Kong Construction Subcontractors Association, echoed his views.
Ng said if industry members think safety standards are too high, they should discuss the matter with authorities.
Speaking on the same programme, engineering sector lawmaker Lo Wai-kwok said Hong Kong’ had high construction standards.
Lo pointed to projects like Hong Kong International Airport’s third runway and the Kai Tak Sports Park.
