The three are two EMSD works supervisors, Tsang Tak-keung, 57, and Yip Wai-ho, 51, and Cheung Chun-kit, 66, who is the sole operator of three suppliers, namely Leader Med Technology, Hi Quali Trading and Smartechnique Services.
Tsang and Yip were responsible for contacting suppliers to get quotations for machinery parts and compiling internal quotation vetting documents for maintenance services to Queen Elizabeth Hospital and Yau Ma Tei Jockey Club Polyclinic.
The Independent Commission Against Corruption said investigations revealed that Tsang allegedly accepted over 80 gifts worth a total of over HK$500,000 from Cheung, while Yip allegedly took more than 20 gifts worth about HK$800,000.
The gifts included luxurious watches, handbags, jewelry, household appliances and digital products.
In return, Tsang and Yip allegedly placed HK$13 million worth of purchase orders with the supplier over a seven-year period from 2017 to 2024.
One of the cases took place between January 2020 and June 2024.
Tsang and Cheung are alleged to have conspired to get the EMSD to make payments to the three companies by falsely claiming they were the lowest bidders.
That ended with the EMSD awarding around 180 purchase orders worth more than HK$8 million to Cheung’s companies.
Yip and Cheung are also alleged to have conspired to defraud the EMSD between January 2017 and last June in a similar manner, allowing Cheung’s companies to secure around 140 purchase orders worth about HK$5.6 million.
“The trio had allegedly inflated the quantity and the price of the machinery parts in some of the purchase orders, while some other purchase orders were fabricated,” the ICAC said.
The trio will appear in the West Kowloon Magistrates’ Courts this afternoon for mention.
The ICAC said more charges could be laid against the trio.
