“Security is the prerequisite for development. Without security, there will not be development,” Secretary for Justice Paul Lam said.
“On the other hand, if development and reforms are stagnant, not only will it be difficult to achieve security, but it may even weaken the foundation of security.”
The minister reiterated that safeguarding national security is a top priority and an ongoing duty.
“Amid this current complex and volatile geopolitical situation, Hong Kong is subject to unfair and unreasonable suppression by certain hostile countries and forces. In the face of national security risks, there is really no room to be lax,” he said.
