Speaking at a major forum on national security, Xia – who oversees Hong Kong affairs – also warned of persistent threats to the city, saying anti-China and anti-Hong Kong elements are still at work – fomenting “soft resistance” against the authorities and smearing the National Security Law.
However, he said the legislation had restored peace and stability to Hong Kong, ensured that patriots now govern the territory, and enabled it to reshape its electoral system.
He said the painful lessons of the turmoil in 2019 must not be forgotten, even after scars have healed.
Xia also said the city has to “go all out” to focus on economic advancement and development.
