In a letter to employees late on Wednesday, the owner of the chain cited the deteriorating business environment and financial conditions for the closure.
It said it had shut down all branches and offices and that all employment contracts were terminated on the same day.
The owner pointed out that staff can turn to the Labour Department for help with their right to claim unpaid wages, payment in lieu of notice, accrued annual leave and severance payment.
Creditors will voluntarily wind up the business, the owner added.
Opened in 1992, the congee chain had more than 30 branches at one stage.
But only seven remained at the time of its closure.
