Three of the suspects were linked to Fu Moon Athletic Association, which currently plays in the Second Division, below the Premier League and First Division.
They included 30-year-old defender Lo Hong-ming, who’s also the owner and the coach, as well as 32-year-old midfielder So Chun-yin.
Wong Him-chun, a former Fu Moon player, was the alleged betting agent, while Yao Xiaocong was the alleged bookmaker.
They are due to appear in Eastern Court on Friday.
The anti-graft body alleged that 11 league and cup matches between the 2021-22 season were manipulated.
Lo was accused of receiving HK$60,000 in bribes, while the three others allegedly offered HK$240,000 to other players in exchange for their cooperation on the pitch.
The ICAC said investigations were ongoing and warned of more arrests in the future.
